In reply to your despatch No. 3526/15 of the 9th. instant, I beg to state that I am fully satisfied that the ship- -menta of Pharmaceutical Products to Messrs. Levy Blum and Tyres or to Messrs. Levy Hermanos are in order and will not be re-exported. For the latter I enclose a certificate from the French Vice-Consul here; the certificate for the former is not yet to hand.

I also trmsuit a translation of a letter from the French Vice-Consul complaining that recent shipments of French goods for German firms have been allowed to go through. Of the fir firms he mentions, two (Santos and Jahrling, and Stahl and Rumcker under the name of German Dispensary) are given in the list enclosed in my despatch of June 24th. last; the third, Siegert-Sibrand, should be added.

I do not know whether the cases complained of by M. Paillard may not refer mainly to Steamers from America touching Hongkong first which frequently carry large quantities of goods for local German houses. Undoubtedly, however, occasional shipments for such firms are coming through on beats from Europe.
